What this layer is not
- Devolution Priority Programme areas without a sitting mayor (elections postponed). Greater Essex, Hampshire and the Solent, Norfolk and Suffolk, and Sussex and Brighton were on a path to inaugural mayoral elections. MHCLG postponed those contests to May 2028. They are not listed as sitting mayoral strategic authorities, and no mayor names are invented. BBC News — New mayoral elections to be delayed in four areas of England.
- Ceremonial civic / town mayors and local-authority executive mayors. Out of scope. Commons Library SN05000 appendix 1 lists 13 English local-authority executive mayors (for example Salford, Hackney). Those are a different legal office from strategic / metro mayors. Lord mayors and town mayors are ceremonial. House of Commons Library — Directly-elected mayors (SN05000).
